If you need a cell phone in case of emergencies (not just 911 type catastrophes but everyday disability shit like wheelchair breakdowns) the cheapest alternative may be a prepaid system like TracFone. A year's service with 150 minutes costs $94; that's $7.80 per month. Unless you use more than the 150 minutes, that's all you pay, once you've bought your phone and charger. At the end of the year you have to buy another 150 minute card to take you thru the next year, but leftover minutes are carried over to the next year. Using mine only for such things as letting someone know if I'm going to be late, calls during out of town trips, or calling from outside a friend's house when I can't get to their doorbell, I've easily stayed within the 150 minute limit over several years, and saved hundreds of dollars. (If you need more minutes, however, the cost per minute is very high, and it may not make sense for you. There are other companies selling this kind of service, and some may offer a better deal. Since I have saved up a lot of TracFone minutes by now, and would have to buy another phone to switch, I haven't checked which is the best

Not only disabled people, but lots of others may have only electric-powered wireless receiver or speaker phones at home. It's important to have at least one old fashioned land line that will still work in case of an electric power outage. (If a phone's cradle has only one wire, attaching it to a wall jack, it will function as long as telephone transmission lines are not also down.)
